We take our puppy up to Black Hills regularly. Most people are regulars and everyone makes sure thier pets behave, and are prompt with clean up. The ground is gravel, not grass/dirt so it can be a bit dusty, but its never muddy, and it makes clean up easier. The fence is high, and there's plenty of space to run around, with a bench and picnic tables for use. And the trails are great too.
